When the pilot has produced results, we intend to explain what was tested, the period covered, and how performance was measured. Until then, targets and external research should not be read as BuildQuick operating results.

Establish the information, handling and service processes needed to run a measured pilot.
Evidence before expansion
Use observed activity and participant feedback to decide what is ready to scale. Target dates alone do not make the service operational.
